The Name

In the U.S. military, a black project is a highly classified (often unacknowledged) program used to protect and eventually field a new platform or capability.  Black projects are more formally known as Special Access Programs (SAPs), which are defined in the DoD Dictionary of Military and Associated Terms as, “A sensitive acquisition, intelligence, or operations and support program, that imposes need-to-know and access controls beyond those normally provided for access to confidential, secret, or top secret information.” Such programs are typically funded through classified black budgets.

There is no particular reason why Vince decided to name this endeavor Black Project Gaming.  He just thought it sounded cool.
